Per copyright records, the Atlas/Marvel publications Jungle Tales #4, Kid Colt Outlaw #46, Patsy and Her Pals #12, and Spy Thrillers #3 appear to be the first comics to be published with the “Approved by the Comics Code Authority” seal. All were reported as published on December 6, 1954.

The Comics Code Authority was set up in September 1954 by a number of New York City-based comics publishers to police the content of their publications. This was in response to the public backlash over child-inappropriate material, such as graphic violence, appearing in newsstand comic books in the early 1950s.
